LAME stands for LAME Ain't an Mp3 Encoder. It is fully GPL, has a great VBR support (with r3mix preset). It is the best encoder in my mind and I recommend this one.

The successor of L3enc: much better quality at low bitrates (<= 128kbps). It was a good performer at the time but is outdated now. 30 days of evaluation and only 30 seconds of encoding allowed for a file in the demoware.
